The Beloit City Council took action on Tuesday night, November 18, to move closer to beginning work on two major civic improvement projects, the paving of streets at the North Campus and the road overhaul of East Main Street.

 

The Council voted to approve Resolution number Twenty-fourteen dash nineteen. This Resolution authorized the City Council to schedule a public hearing on December second, two thousand fourteen at the Municipal Building. This hearing will consider the advisability of constructing seven inch, non-reinforced concrete paving with six inch curbs and gutters on blocks one, two, three, four, five, seven, and eight on the North Campus addition.

The Council authorized an engineering contract with Schwab Eaton First not to exceed two hundred thirty thousand five hundred dollars for engineering work on the proposed East Main improvement project. It was estimated that Schwab Eaton would need six to nine months to complete the engineering work and four to six months would be necessary to complete the construction work on the project. This would mean a completion date of late two thousand fifteen or early two thousand sixteen.

A representative from Piper-Jeffery Financial Consultants, Dustin Avery, addressed the Council concerning the financing of these projects. He advised the Council to consider short-term financials bonds to get the project started and when all work is completed and the final bill is known to use long-term bonds to complete the financing of the project.

The expected costs for these two projects would be two million two hundred thirty thousand dollars for the North Campus work and one point seven million for the East Main improvement project. The total costs for both projects would be slightly over three million dollars.

A public hearing is scheduled at the Municipal Building on Monday, November twenty-fourth at seven p.m. to hand out final applications for the Revitalization Block Grant money. Heather Hartman said that about fifty pre-applications had been turned in. The grants will allow citizens to access part of the four hundred thousand dollar block grant money received by the City of Beloit for home rehabilitation or demolition. According to Hartman, this will allow approximately fifteen home revitalization grants and about ten grants for demolition. Revitalization grants must be used to fix up existing structures by improving foundations, doors, windows, roofs, insulation and such. The exact details of the grants will be discussed at the November twenty-fourth public hearing.

City Administrator Glenn Rodden announced the application for the Safe-Route-To-School grant had received final approval. This will provide approximately two hundred thousand dollars to construct sidewalk corridors that would provide elementary students safe pathways to walk to and from school. No timeline was announced for the project to begin or to be completed.

Rodden also announced that the Zoning Committee would meet on November twentieth to consider the Comprehensive Plan proposal.

The City of Beloit Employee Christmas dinner will be held on December twentieth.

Rodden announced that the railroad tracks had received a temporary “fix” to relieve some of the extreme roughness of the crossing. He estimated that final work to improve the crossing would not be done until next spring. Rodden also said the railroad had suggested one way of “fixing” the extreme roughness of the crossing was by installing STOP signs at the crossing which would cause a reduction in the speed of those crossing the tracks. He suggested that the railroad was having a degree of difficulty in accepting responsibility for the situation.

Other actions taken by the Council included:

  1. Accepted a mower bid from Carrico Implement for twelve thousand nine hundred ninety dollars for a new mower.

  2. Accepted a bid from Willow Springs Services in the amount of sixteen thousand two hundred eighty dollars for a coil replacement/hail guard.

  3. The Heating Ventilation Air Conditioning bid for work at the Municipal Building was awarded to Watts and Son in the amount of six thousand nine hundred thirty-five dollars.

  4. A masonry bid from Central Contracting for forty-three thousand six hundred fifty dollars was accepted.

  5. A financial services agreement between the City of Beloit and Piper-Jeffery and Company was confirmed.
