STAND OFF ENDS PEACEFULLY IN MITCHELL COUNTY WEDNESDAY

At approximately 9:00 a.m. yesterday morning a rancher checking his cattle discovered a gray Chevy Suburban parked in a remote area near 270 and T Roads in the southern part of Mitchell County. Thinking the vehicle looked “fishy” he called the Mitchell County Law Enforcement Center to report it.

The vehicle fit the description of one the local authorities had been looking for relating to an aggravated threat incident occurring the night before.

Mitchell County Sheriff Doug Daugherty said, “We didn’t want to get anybody hurt. The suspect we were looking for had a history of violent behavior. Dealing with violent offenders is a touchy job. The suspect had made comments that he would not come out of the situation alive.”

Sheriff Daugherty and Deputies Steve Martin and Brian Ellis along with Highway Patrol Trooper Jon Eilert responded to the call.

Our first job was to secure the area so we knew what we were dealing with,” said Daugherty.

That area had received over four inches of rain the night before and there was no way a vehicle could have not gotten stuck. Several local farmers volunteered the use of their ATVs. The City of Beloit also loaned two ATVs to be used in the effort.

The Kansas Highway Patrol’s Severe Response Team was called in to assist in the apprehension of the suspect. Additionally, the Highway Patrol airplane was utilized to maintain visual contact with the vehicle at all times.

Daugherty and his law enforcement team progressed deliberately and cautiously throughout the day. The situation was resolved when the suspect was taken into custody at 5:15 p.m. yesterday afternoon. He had left his vehicle and was attempting to flee north when he was apprehended.

The suspect was Quentin Foulke, a nineteen year old white male from Mitchell County. He was in possession of two shotguns at the time of his arrest.

According to Sheriff Daugherty, the incident from the previous night involved a domestic battery charge involving the suspect’s mother, Stacy.

Mitchell County Attorney, Mark Noah, said that charges are pending at this time. Noah also said that Foulke had two bench warrants pending in Mitchell County, one for aggravated battery and one for criminal threat. Additionally, Foulke has a pending bench warrant in Cloud County for aggravated assault.
