TUESDAY JUNE 7TH BELOIT CITY COUNCIL MEETING

The Beloit City Council conducted their bi-weekly business meeting at City Hall on Tuesday evening, June 7th. All Councilors were present with the exception of Matt Otte. Also in attendance were Mayor Tom Naasz, Interim City Administrator Jay Newton, City Attorney Katie Schroeder, and City Clerk Amanda Lomax.

In time reserved for Councilor comments, notice was given to the fine accomplishments of the sports teams at the State Track Meet. The Beloit High girls won their first ever state championship in any sporty by winning the 3A girls meet. The St. John’s Tipton boys placed second missing out on first place by one point. Additionally the Relay for Life and Homecoming activities were very well attended.

Two items were approved to make possible the sale of bonds to finance city projects. Ordinance 2185 Authorizing and Providing the Issuance of General Obligation Bonds was first unanimously approved. Then, Resolution 2016-12 Authorizing and Directing the sale of General Obligation Bonds was passed.

John Brummer spoke to the Council regarding the Water Treatment Preliminary Test Design and Pilot Testing project. These are the first steps in gathering information regarding the suitability of using lake water instead of river water as the source of water for the city of Beloit. Most of the preliminary studies indicate the city would be best served in their long term needs of its residents by using water out of Waconda Lake rather than the Solomon River. The city authorized Brummer’s company to proceed with this $85,000 project.

Next the Council deliberated the approval of a contract with the Mitchell County Partnership for Children for the lease of two buildings at the North Campus. City Attorney Schroeder explained that the MCPC had lost considerable grant funds during the last year and were hoping to renew the lease without any increase in the lease amount. The Councilors expressed belief that MCPC offered services that were of great benefit to the children and citizens of Beloit. Recognizing the costs of maintaining these buildings is in excess of $30,000 the Council approved the renewal of the lease for $18,000.

In formal actions, the Council:

Approved a new travel policy and supporting paperwork when city employees travel on city business.

Approved a pole bid for creosote poles in the amount of $12,535.

Approved a directional boring bid in the amount of $11,500.

Approved a water pipe bid for a trailer load of water pipe to be used on the East Main Street project in the amount of $22,104.

The Council conducted a fifteen minute executive session to discuss non-elected personnel. No action was taken as a result of that closed section.

Having addressed all items on the agenda successfully, the meeting was adjourned. There were no items to discuss for the work session.
