The Mitchell County Commissioners conducted their weekly meeting at the Courthouse on Monday, August 8th. All Commissioners were present as was the County Clerk.

 

Kelly Hawk, Director of the Emergency Medical Service was present to discuss his monthly report with the Commissioners. The EMS conducted 56 runs in the month of July with 47 of them being within the City of Beloit. Thursday was the busiest day of the week with 19 runs conducted on that day. The hours of 12 noon to 3 pm. were the busiest time period with 11 runs conducted during those hours. Twenty-three females and twenty-five males were transported. The average age of those transported was 63. Last year at this time the EMS had conducted 258 runs. As of August 8th of this year, 253 runs have been conducted.

 

Hawk wanted to clarify a possible misunderstanding. A bill is only presented to someone calling the ambulance if a person is loaded and transported by the ambulance service. Should the ambulance be called and a potential patient is not transported by the EMS, no bill will be presented. Hawk used as an example a situation where a person is experiencing a diabetic emergency. The EMS may be called and responds. The EMS personnel could stabilize the patient and the diabetic emergency passes. There would be no need to transport the patient, therefore no bill is incurred. Hawk said, “We want to respond to all potential medical situations in the county. If it is necessary to transport the patient to the hospital we will do so. But if it is not necessary, we will stabilize the person and not transport. That is why the Mitchell County EMS service is staffed and ready to respond 24 hours a day, seven days a week, every week of the year.”

 

Hawk requested a ten minute executive session to discuss non-elected personnel. When the regular session resumed it was announced no actions or decisions had been made as a result of the closed session.

 

Next up was Larry Emerson, Public Works Superintendent. He reported than there were a number of locations across the county where the recent rains had caused water to run over the roads. He said they could not determine the exact nature of the damage caused by this but it would be significant. Emerson noted, “We had just about got all the roads in pretty good shape. We will have to wait until the roads dry and then start again.”

 

Emerson said the asphalt overlay on the Causeway Road had been completed. They now beginning on the Spicer Road west of Simpson.

 

He also said his crews were getting ready to repair damage done to the river bend north of Tom Hull’s.

 

Emerson then requested a ten minute executive session to discuss acquisition of real estate. No action was taken as a result of that closed session.

 

A Neighborhood Revitalization Grant application was approved for Landon Cleveland for a new home in the USD #272 school district in the amount of $150,000

 

Mark Noah, Mitchell County attorney requested a 15 minute executive session for the purpose of discussing pending litigation. Accompanying Noah was Jerrod Hiatt representing K-CAMP, the County’s insurance carrier. No action was taken as a result of that closed session.

 

Economic Development Specialist Heather Hartman gave the Commissioners an update on ongoing and future projects aimed at improved economic activity within the County

 

Having addressed all items on the agenda, the meeting was adjourned.
