The Beloit City Council met at City Hall on Tuesday, November 15 to conduct the business of the city. All Councilors were present as well as Mayor Tom Naasz, City Administrator Jason Rabe, and City Attorney Katie Schroeder. Jessica Rosebaugh sat in for City Clerk Amanda Lomax.

 

In the time reserved for comments from the Councilors several noted their appreciation for the high school musical performances of Once Upon a Mattress and another outstanding Veteran’s Day Parade.

 

City Administrator Jason Rabe reported that the water pilot study is progressing with good results. He also told the Council that the final details are being ironed out in the solid waste contract. Rabe said he had talked with the contractor regarding the K-14 project. If everything goes as planned, the work should be completed within a week and the road will be open for traffic. The contractor has 8 days left on the contract to finish the work.

 

Mayor Naasz asked Rabe if he had heard anything about repairs on the railroad track on South Hersey. Rabe said he had made some calls to the Railroad Office with marginal success. He also said he had passed on the City’s concerns to Representative Susan Concannan and Senator Elain Bowers.

 

A public hearing was called to order to discuss the Housing Rehabilitation Grant. Carol Torkelson from the North Central Kansas Regional Planning Commission addressed the Council about the success of the project. Torkelson said when the project began, they had funding for 15 home renovations and 8 house demolitions. Additional funding for the project enabled 14 houses to be rehabilitated and 14 demolitions. She provided before and after pictures to the Council. All told the project accessed $459,000 in grant funds for the project.

 

Stephanie Simmons, Executive Director of the Regional Medical Foundation, spoke to the Council regarding the Health Eating Active Living (HEAL) Committee. The committee is an outgrowth of the various healthy living initiatives having taken place in the community. Ordinance 2196 authorizes the creation of the HEAL Committee which will serve as an advisory committee to the governing body. The group will be composed of the City Administrator, a representative of the City Council, an administrator from the local school district or Technical College, one member of the Regional Medical Foundation, one member of the AWARE group, and one to three members at large.

 

The Council unanimously approved Resolution 2016-17 authorizing the Murrow Farm Lease.

 

The fire truck lease was unanimously approved by Resolution 2016-18. There is reason to believe that the new fire truck will be delivered within two weeks.

 

Mayor Tom Naasz signed a Proclamation recognizing the 60th anniversary of the Pawnee Mental Health Foundation. This organization was formed on November 19, 1956.

 

The Council approved a wire bid from Kirz-Davis in the amount of $6,510 for replacement 1/0 wire

 

The Council adjourned into a five minuet executive session. No actions were taken as a result of this closed session.

 

At this point the Council adjourned the business session and the work session was called to order.

 

Rabe led the Council through a discussion of the prices of lots on the North Campus. The goal is to standardize the list price of the lots.

 

The question on the ballot regarding the revision of the City government pass with a 72% positive vote. Plans are being formulated to make the transition for the current governance model to the new form.
