The Mitchell County Commissioners conducted their regularly scheduled weekly meeting at the Courthouse on Monday November 21st. All Commissioners were present. Kristi Hillman sat in for Chris Treaster, the County Clerk.

 

The first order of business was an executive session betweem the Commissioners and Jeff Roberg, Information Technology Specialist. The purpose of the closed session was to discuss security issues of the information system. The original 15 minute session was extended for another 15 minutes. At the end of that time period the closed session was extended for another 20 minutes. No action was taken as a result of these closed sessions.

 

Larry Emerson reported to the Commissioners that he had received an email concerning the Causeway project. The program has been on hold, mostly because it is a Federal project. The Commissioners directed Emerson to check with Stuart Porter at Schwab-Eton to work through the details.

 

Emerson told the Commissioners that his crews have returned to working 8 hour days for the winter. The road crews are resurfacing the landfill road with gravel and sand. The Victor Road will receive a topping of crushed rock.

 

A five minute executive session was requested by Emerson to discuss non-elected personnel. No action was taken as a result of that closed session.

 

Emerson said his crews would begin with the bridge replacement project north of Jed Black’s the Monday after Thanksgiving.

 

Jason Rabe, Beloit City Administrator, met with the Commissioners to discuss the possible need for speed limits and speed limit signs on 8th Street extended east of Highway 24. There is no clear cut speed limits posted in that area. After discussing possible courses of action, the prevailing thought was to make the road a 30 MPH road on both sides all the way to the end of the blacktop east of Highway 24.

 

Commissioner Mike Cooper discussed his interview with the
Rural Density Specialists form K-State and Cornell Universities. These visiting professors were highly impressed with the extraordinary level of Community Services available to the citizens of the area. Also impressive to these rural specialists was the level of leadership and involvement in a wide number of people from top to bottom in Mitchell County. In almost all the rural communities they have examined the reverse is usually the case. They will continue their conversation and examination of this and other topics when they return in about a month.

 

The Commissioners unanimously approved a two year renewal of Kathy Webster’s position as a Mitchell County representative on the Pawnee Mental Health Board of Directors.

 

The Commissioners also approved a two year extension For Tom Maxwell to serve on the North Central Kansas Agency on Aging.

 

The following people were named to the Public Building Commission: Bob Severance, Brian Eilert, Curt Frazier, Larry White, Phil Kirchoff, Eldon Koepke, Jeff Zimmer and Jim Marshal.

 

The Commissioners approved and gave their support to a USC-498 Matching Grant Application for Solomon Valley Transportation.

 

Heather Hartman provided an update to the Commissioners on the progress of her Website. One concern that is slowing down the completion of the project is that more and more groups, organizations, and individuals keep coming to the forefront. Hartman believes that anybody who has a stake in Mitchell County should be included. She is highly aware that if something is not included the first time, adding it at a later date may not be easy.

 

Having successfully addressed all the items on the agenda, the meeting was adjourned.
